Chandigarh, November 4 (ANI): While addressing the 30th convocation of the Post Graduate Institute of Medical Education and Research or PGIMER in Chandigarh on Tuesday Indian Prime Minister Manmohan Singh said that the country's healthcare sector needs structural reforms. He also expressed his concern at the acute shortage of medical specialists, super specialists and paramedics, particularly in the rural areas and for the 'have-nots'.
