The State Human Rights Commission will grill the Prisons Department following a report from Commission’s investigation wing that 20 minors are lodged in the Central Prison at Parappana Agrahara.
A KSHRC release says it has registered a suo motu case on the basis of report filed by its investigation wing.
The KSHRC IGP had submitted a note on March 31 saying 20 inmates in the Central Prison are below 18 years of age.
“If the initial finding of the investigation wing of the Commission is correct, the action of the State in detaining juveniles in the Central Prison will be violative of the provisions of the Juvenile Justice (Care and Protection of the Children) Act, 2000, as well as the basic human rights of juveniles,” the release said.
The Commission has decided to implead the additional chief secretary and principal secretary in Home Department, the additional director general of police and inspector general of prisons and the deputy inspector general of Central Jail as party respondents and issue notices to them.
The Commission has also directed respondents to submit returns within a month disclosing the names of officers responsible for the wrong-doing.
