He also made it clear that agricultural land for such purposes would be acquired only when the farmers submit their consent in writing for acquiring their land.
Replying to the demand of the Opposition that the government should drop the proposed SEZ at Nandagudi and satellite township projects in Bangalore rural district, Mr Kumaraswamy informed the House that the Union government had issued a warning to the State to clear the SEZ projects at the earliest else drop them. Karnataka is in the ninth position in SEZ formation by the States in the country by permitting a SEZ in just 6,411 hectors when compared the states which have already approved over 44,000 hectare for this purposes, the chief minister added.
Pointing out that the SEZ project would be permitted purely based in the guidelines fixed by the Centre, which has prohibited compulsory acquisition of land for SEZ, the Chief Minister also said acquisition of land is not possible even when the land owner raises objections as the Centre would not consider such projects where farmers submit written objections.
Circular to KIADB
He also said the government has issued circular in March this year to the Karnataka Industrial Areas Development Board (KIADB) directing it to issue preliminary notification for acquiring land only after conducting joint survey of land with the land owner.
Besides, the KIADB has also been directed not to notify temples, schools, grave yards, playgrounds, existing industrial units, multi-crop agricultural land, etc.
Township
While denying the Congress’ allegation that government had taken up township project around Bangalore city due to real estate interest and to favour some developers, the Chief Minister pointed out that the original proposal of establishing satellite towns around Bangalore was made by the then Congress chief minister S M Krishna for “decongesting and ensuring orderly growth of the city.”
Land for districts
Kumaraswamy also denied the allegation that the Government was in the process to acquire 1.6 lakh acres of land in Bangalore urban and rural districts.
He said that his government so far permitted acquisition of 2,502 hectare (6,241 acres) of land for the formation of SEZs in the State. Acquisition of 412 hectare of land in Bangalore urban, 29 hectare in Bangalore rural, Mangalore (905 hectare), Shimoga (119), Udupi (250), Hassan (671) and in Mysore (55.22) have been approved by the Government during last 15 months.
Approval
Besides, approval in principle has been granted for various SEZ projects spread over - Bangalore Urban (478 hectare), Bangalore rural (5,946), Udupi (202), Kolar (1,326), Belgaum (121) and Mysore (10)- across the State for which total 8,085 acres of land would be required, the chief minister clarified.
On Bidadi integrated township, Mr Kumaraswamy said that he had already discussed about the project with the farmers as the areas are part of his constituency.
