Speaking to reporters after receiving the report from the Karnataka Secretariat Backward Classes’ and Minorities’ Welfare Committee in Bangalore, he said that the north Karnataka district will be considered as the second capital of the State and hence the legislature session will be held once in every year.
He further said that the directions have been issued to the district administration to complete Suvarna Vidhana Soudha in Belgaum within one year. Besides, the special session of the legislature will be held early next month. However, the date and duration of the session have not been finalised yet, he added.
CESS RECOMMENDED
The Committee among others has recommended to the State government to levy one per cent cess on property owners on the lines of Library and Beggary cesses and use the money collected to construct hostels for backward class students.
Some of the other important recommendations to the government are: to provide special packages for the overall development of backward classes and minorities, to make English teaching as a language compulsory in all residential schools meant for backward classes and to take census of backward classes and minorities.
The Committee has altogether made 14 recommendations.
