Separate H-K State inevitable if Article 371 is not amended

Hyderabad Karnataka Horata Samithi has made it clear that its demand for partition of Karnataka State to create a new State for backward Hyderabad Karnataka region would become inevitable if the Centre did not extend the benefit of the Article 371 of the Constitution to equip the State with special legislative powers to eradicate backwardness of the region.
Addressing a press conference here on Saturday Horata Samithi president and MLA Vaijanath Patil welcomed the decision of the Centre to constitute a new State Reorganisation Commission (SRC) to consider the demands for creation of new states across the country.
He contended that small states will augur well for the speedy development and management.
“We welcome the new SRC. We will make a powerful demand for a new State before the SRC if the Centre failed to amend Article 371 of the Constitution to include Karnataka in it,’’ Patil said.
He pointed out that the benefits of Article 371 would apply to the whole State and not only for the Hyderabad Karnataka region as has been made out in certain cases.
He pointed out that the D M Nanjundappa Committee on regional imbalance has also recommended for the extension of benefit of Article 371 to Karnataka.
Besides Article 371 the Samithi has demanded implementation of the Nanjundappa Committee report as a whole, and in letter and spirit for removing regional imbalance which has remained not addressed from decades. A delegation of the Samithi has planned to call on the Central leaders in Delhi to press for its demand.
He said it was very significant that there was a total political consensus on the demand and no party was opposed to the proposal. Not Vidarbha model
Vaijanath opposed to the system of Vidarbha Model for eradication of backwardness as the governor plays a role in it rather than elected government. Whereas Andhra Pradesh model would be beneficial since the State can enact legislations for addressing education and employment imbalance of backward regions.
Samithi leaders Vidyadhar Guruji, Hanamantrao Desai and Malleshappa Yewur were present in the press conference.
