Inaugurating implementation of Modular Employable Skills (MES) under Skill Development Initiative Scheme in Karnataka, organised by CII in Bangalore on Thursday, Prabhu said the successive governments failed in devolving power and financial sanction to executing authorities, which resulted in most of the programmes remaining a non-starter.
Referring to ITIs, Prabhu noted that the entire project had two flaws. In the first place, the participation of industry and independent certification agency lacked coordination. Also, the ITIs failed to change the curricular to the changing needs of the industry, he added.
