The selection process to appoint faculty members at the All India Institute of Medical Sciences (AIIMS) is “arbitrary”, hence steps should be taken to set right the current anomalies and fix guidelines, stated a probe committee formed by the Health Ministry to inquire into appointment irregularities.
Between 1993 and 2003, All India Institute of Medical Sciences did not hold its regular selections due to protests by the faculty against reservations for Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward Classes (OBC) candidates, observed the committee. Instead, vacancies at the entry-level Assistant Professor’s slot were filled through ad hoc means, the committee stated.
Moreover, the regular selection process was resumed after a decade in early 2003 when a Standing Committee was set up and the positions advertised in 2002.“The committee observed that ad hoc selections between 1993 and 2003 plus the process of regular selections of 2003 were characterised by arbitrary, in-house decisions and actions that violated procedures," the report said.
“For almost a decade, while regular selections of 2003 were held in abeyance, 152 out of 219 entry-level faculty were appointed as ad hoc staff in an arbitrary manner,” the report stated. The report was submitted to the governing body of All India Institute of Medical Sciences on December 20.
Pending court cases
“The committee did not find pending court cases as sufficient justification for the administration to deviate from the proper process of candidates’ selection, especially if faculty had to be appointed to this apex institute in large numbers,” the report
stated.
