In at least two cases Lokayukta Justice Santosh Hegde had to come to the rescue of victims of police apathy when they avoided receiving the complaints.
One Mark D’Souza was attacked on December 24 afternoon by some alleged land sharks. Mark approached Tavarekere police the same evening but the writer denied writing complaint until the sub-inspector investigated it.
Mark waited for hours and when the sub-inspector did not come contacted Lokayukta Justice Hegde. Soon after receiving complaint over phone, Lokayukta spoke to the head constable at the police station and directed him to immediately register a case.
Interestingly, the head constable told him that the complaint cannot be received unless investigation is completed. To this Lokayukta strictly instructed him to receive the complaint. Yet no one registered the case.
Wednesday morning Mark met Lokayukta and complained about the police apathy. Taking note of it, Justice Hegde handed over the matter to the Upalokayukta G Patri Basavana Goud to investigate.
“After I spoke to the constable, instead of registering the case, all the policemen disappeared,” said Justice Hegde.
Similar complaint
Lokayukta received a similar complaint from one Prem Meena on Christmas evening.
He went to a police station to lodge a complaint about his missing cell phone but the policemen refused to register the case. Then Prem contacted Justice Hegde and complained about the police indifference.
It was only after the strict instructions from Justice Hegde that the writer registered the case.
