Any one closely watching Indian democratic governance will find it that the changing of the party also changes many programmes already in the process and delay its compleletion. Party must only give a policy to be followed but should not have any right to discontinue a plan in midway just because there is a change in government. All parties must understand they are in cabinet and running the government for a fixed period of five years or whenever they get a confidence motion. The state and its inhabitants are continual and if these parties believe in democracy then they must continue the programmes and keep the plans running. Due to political animosity which develops into hatred, these politicians never consider the effect of work discontinued midway.
Of course the aggrieved can approach the judiciary but it will a long-drawn affair and cause untold loss to the exchequer. A common code must be accepted by all parties endorsing a clause that when ever they come to power the will not discontinue any plan which is running before they came to power.
