During his stint in the CBI, he exposed high-profile cases like the UTI’s US-64 (UTI had made dubious investments in 1995-95) affecting around two crore middle-class investors, and the Pana-Mukta oilfield deal, which was given out for free by the Central government to private players overriding ONGC’s objections. He was often at odds with bigwigs due to his investigations and was thus shunted to insignificant postings, while his contemporaries received accolades, medals and promotions. After 20 years in service, Singh resigned.
He spoke to Deccan Herald about the VIP security in Mumbai:
Mahajan murder : The cops involved in security are not trained and they become complacent. However, in the case of Mahajan murder, no amount of security could have prevented it, as it was done by his own brother.
Modernisation of police : There is need for a thorough modernisation of the police involved in the VIP security. The cops don’t undergo any modernised training or techniques. They act as routine bodyguards.
Status symbol : Half of those who have been given police protection misuse it. A number of builders with criminal nexus are provided with police protection. They buy gypsies and hire private security guards too. They are also given two police bodyguards, but when they travel outside, with gypsies following them, it gives an impression that they are being escorted by the police. It puts an impression on the public and it is often misused. In fact, there is lot of unnecessary security provided by the Mumbai police, including to some film stars and builders.
The remedy : Police protection should be given in the rarest of the rare cases. In all others, if a person feels threatened, he should hire private security agencies.
