EOs told to set right loopholes in GP administration

Zilla Panchayat President V Venkatamuniyappa has instructed all the executive officers of the taluk panchayats to monitor the gram panchayats’ administration.
He was presiding over the tri-monthly review meeting of the Karnataka Development Programmes held at the Zilla Panchayat auditorium, here on Wednesday.
The president said, the amount collected in most of the gram panchayats were not deposited in the banks on the same day. While, meetings were not conducted regularly in some of the gram panchayats despite six months.
Also, it had come to notice that the signatures of some of the gram panchayat presidents were taken on all the leaves of the cheque books.
It was the duty of the executive officers to set right such loopholes and ensure proper and effective administration in the gram panchayats and if the concerned authorities failed to do so, then notices would be issued to them, he warned.
The president questioned the chairman of the standing committee Chickkanarasaiah, regarding the steps taken to set right the amendments required in the action plan which was passed in the last general body meeting.
The chairman replied that the duplicate copies of the amendments had arrived. In-charge Chief Executive Officer of the Zilla Panchayat Muniraju was instructed to distribute the same among the various departments and members of the various Zilla Panchayats. Deputy Director of the Chickkballapur Department of Public Education R Venkatram said, the department had set a target of admitting 1.15 lakh children from standard first to standard fifth and already 54,000 children had been admitted. It had also set a target of admitting 25,000 students belonging to the Scheduled Caste and Scheduled Tribes and out of this, 23,000 students had been admitted. Thus it had achieved 93 per cent of the target.

Deputy Director of Kolar district Department of Public Education explained that the department had set a target getting 1.50 lakh children admitted, and out this, 1.44 lakh children were admitted. It had set a target of admitting 56,000 children belonging to the Scheduled Caste and Scheduled Tribes and out of this, 54,000 children had been admitted. Thus, a 98 per cent target had been achieved. 201 high school teachers and 129 primary school teachers had been appointed, he said.                                                                                                                                                                              
The chief executive officer instructed that that the deputy directors of Kolar and Chickkaballapur Public Education Departments should send information in the same format to the Zilla Panchayat.
Health
Under the children’s vaccination programme of the Health Department, 12,477 children had been vaccinated with DTP and Polio vaccines, thereby, achieving 95.5 per cent target. 15,038 children had been administered with BCG vaccine, thus achieving 99.2 per cent target and 12,912 children had been administered with Measles vaccine, by achieving 85.2 per cent target, he explained.
The meeting was informed that under the special schemes, funds had been released for agriculture, horticulture, sericulture and industries. Beneficiaries who come under the Taluk Panchayat should be selected and the schemes should be distributed among them.
The distribution of sowing seeds among the farmers had crossed the target and sowing operations had begun in 27,758 hectare area. However, the situation was grim, owing to hardly any rainfall in the region, the meeting was informed.
Deputy Director of Food Department Shrinivasaiah stated that 5,87,933 ration cards had been distributed in the district. Later, 1.96 lakh people had applied stating that they had not received the ration card and out of them, measures had been taken to distribute ration cards among the eligible 66,000 beneficiaries.
The review of the various departments including sericulture, water-shed development, fisheries, industries was also undertaken at the KDP meeting. Vice-President of the Zilla Panchayat Krishnamma, Chairmen of the Standing Committees Chenduru Venkatesh, Shrinivas and all the district-level officers attended the meeting.
