The State government has miserably failed to tackle the Naxal menace across the State, said Central Administrative Reforms Commission Chairman M Veerappa Moily.
Addressing press persons here on Saturday, he said the political instability in the State arena has resulted in administrative and social instability.
“The lack of unity within BJP as well as between the coalition partners has led to debacle in all fields. Failure in taking a suitable action regarding Naxals is also a part of this instability,” he remarked.
Mr Moily observed that the lack of initiative on the side of the State government has slowed down various development projects. While all states in south India are trying their level best to get the Petroleum, Chemicals and Petrochemical Investment Region (PCPIR) project, the Karnataka government is not making proper follow-ups, he alleged.
The State government is yet to send the detailed project report (DPR) in this regard.
When crores of investment is flowing in, we should concentrate on human resource development and employment survey, he suggested.
Regarding the Bangalore-Mangalore train service, Mr Moily said though the project has got safety clearance, the Ministry of Railways is delaying the service commencement, expecting some more facilities and the end of the rainy season.
“Even the General Manager of South-Western Railways has recommended to start the service, despite worries over landslide,” he said and added that there should be at least one passenger train and one goods train per day.
When asked about the concerns over acquisition of fertile land for Mangalore SEZ, he said as per the technical report on the project, only less than 5 per cent of agriculture land would come under the project area. Mr Moily said he could not comment on Netravathi river diversion project as the final report on the project is yet to be prepared.
Reforms
Answering a query, he said the Administrative Reforms Commission has already submitted 5 reports to the government, and the 6th one on Panchayat Raj, urban and rural governance, will be submitted within the next 20 days.
Another report on the insurgency crisis of north-east, naxal menace and the like will be submitted by August end, he informed.
Mr Moily alleged that the BJP had devalued the President’s post, by taking the politics towards personal-level, instead of striking with ideological issues.
