Chairman of third State Finance Commission A G Kodgi has expressed unhappiness over the the functioning of local bodies across the State.
Speaking at a press meet here on Friday, Kodgi pointed out lapses in implementing various works including solid waste management, by the local bodies.
The works on sanitation and drinking water supply also were not carried out effectively.
The Commission also found that the funds earmarked for various programmes were not being spent properly. ``The revenue collection of many local bodies has been quite poor. There is a need for the municipalities to expedite the process of revenue collection. The local bodies should be self-sufficient making optimum use of its resources,'' he said.
Training programmes should be made compulsory for officials to ensure proper utilisation of funds and better functioning, said Kodgi.
Problems of the local bodies and measures for their effective functioning will be discussed in the comprehensive report which the Commission will submit to the government in a few months.
However, it may not be possible to submit it before December as suggested by the government. Member of the Commission Mahendra Singhi was also present.
