Rajya Sabha Deputy Chairman Rahman Khan has favoured restoration of the domicile norm for members of the Upper House, a requirement that was dispensed with by the government through a constitutional amendment. Mr Khan is also not happy with the criteria for selection of candidates by parties for the Upper House.
He expressed concern at legislations being passed without debate because of disruptions in the House.
