Rephase Plan, Avoid Committal
New Delhi, July 2.
The second Five-Year Plan is now undergoing a rephasing mainly on the basis of avoidance of new commitments of foreign exchange resources on projects other than those covered by development in the spheres of iron and steel, coal, transport and ancillary power, it is learnt.
The foreign exchange situation vis-a-vis the Plan is stated to be under constant review at the hands of the planners. It has been estimated that external assistance of about Rs 600 crore would be required.
Premiers Urge Special UN Session?
London, July 2.
The Commonwealth Prime Ministers today unanimously approved a proposal for a special session of the United Nations General Assembly, to consider the Hungarian question before the usual October session, sources disclosed here.

Stay of Presidential Poll Sought
Bangalore, July 2.
A writ petition seeking a stay of the coming presidential elections was filed in the Karnataka High Court today by a Bangalore advocate. The petitioner, Mr M S Boriah, also sought a direction to Mr Sudharshan Agarwal, the Returning Officer, to include his name in the list of candidates for the election.
