The government has sanctioned 190 new government high schools for the state and Gulbarga region has been given only 34 high schools while the other regions which are advanced and forward have been given more number of schools.
The state government has been charged with throwing to the winds the recommendations of the D. M. Nanjundapa Committee on regional imbalance while sanctioning new high schools, junior colleges and degree colleges for the year 2007-08 and continuing the legacy of neglect and injustie to the highly backward Gulbarga region.
As per the Nanjundappa Committee recommendations the most backward regions should be given top priority in the removal imbalance either in sanctioning new schemes or allocation of funds. Although Gulbarga region is the most backward as identified by the Committee the government has treated the recommendations with contempt, alleged Aland MLA B.R.Patil.
Speaking to media persons here on Sunday Patil said while sanctioning new high schools, junior colleges and degree colleges the most backward region has been given raw deal while the forward regions have been given undue importance. Hassan district represented by chief minister H D Kumaraswamy and power minister H D Revanna has been given undue importance by abusing power, Patil charged.
The government has sanctioned 190 new government high schools for the state and Gulbarga region has been given only 34 high schools while the other regions which are advanced and forward have been given more number of schools. Belgaum region is given 50 high schools followed by Mysore region-64 and Bangalore region-42.
Totally neglected In case of new juniopr colleges also the backward region has remained totally neglected. Patil said out of 90 new junior colleges Gulbarga region has been sanctioned only 15 while the other regions have got far more than what they really need with Mysore region getting the maximum getting 35 junior colleges. He pointed out that Gulbarga is the most educationally backward region with Raichur district not having even 50 per cent literacy. Similar pattern has been followed in sanctioning new degree colleges also, he alleged.
The Education Commissionerate in Gulbarga had sought 280 new high schools but the new high schools sanctioned by the government is abysmally low. The district wise demand for new high schools and the sanction in Gulbarga regions is as follows.
Total requirement of high schools 280; government sanction 34; the real demand and sanction is:(figure in bracket is the sanction) Bidar-58 (2); Gulbarga-46 (8); Yadgir-33 (6); Bellary-37 (6); Koppal-54 (4); Raichur-52 (8).
Patil alleged that the state government has also flouted fund allocation norms. In the first instalment Rs.125 cr has been released but the recommendation of the committee has not been followed in allocation of funds in proportion to the backwardness of the taluks. Patil said he has complained to the Deputy Chairman of the State Planning Board A.Ravindra on the blatant violation of funding norms by the government. Ravindra has promised to look in to the complaint. ``At the beginning itself the government has erred in the task of eradication of regional imbalance’’ Patil said threatening to stall the proceedings of the state assembly scheduled to meet from July 5 if the government did not set right the things
