“Chinks in the system are clearly visible,” said Lokayukta Santosh Hegde after hearing the news of the tainted police officers being promoted.
“The need of the hour is to set up more special courts, exclusively for the Lokayukta, and to speed up the cases. It is time to bring in amendments in the Evidence Act and the Prevention of Corruption Act and the service rules needs a overhaul. The catch here is that the Government plays safe by pointing at the rule — regular promotion and promotion by selection.
A major hurdle while filing charge sheets is that the burden is on the prosecution to prove the case. Instead the onus should be on the accused to show justify his/her property. Then, it will be easier to discharge the case and we can spread our tentacles to various areas.”
