The assembly constituencies in Bangalore will increase from the present 16 to 28 and parliamentary constituencies from two to three as per the Delimitation Commission report.
At the same time, the Bruhat Bangalore Mahanagara Palike (BBMP) Council, once constituted, will have an unprecedented 145 members.
The Bangalore urban conglomerate with an area around 740 sq km (0.38 per cent of the total area of the state) will get at least 25 per cent of the total grants earmarked for elected representatives, representing corporation, assembly and parliament, for development of their constituencies. Each MP is entitled for Rs 2 crore as MPLAD (Member of Parliament Local Area Development) Fund per annum. Bangalore will have three Lok Sabha constituencies-
Bangalore North, South and Central - that’s Rs 6 crore per year. Every year, MLAs get Rs 50 lakh as MLALAD. That totals to Rs 14 crore per annum for Bangalore. Further, each councillor gets an average of Rs 70 lakh for ward development. Well, that’s another Rs 101.5 crore. Total: Rs 121.5 crore per year.
However, there won’t be an infrastructure boom in Bangalore with the grants.
Sources in the finance and revenue departments point out that the grants come in parts - to the corporator, MLA, and MP - and it cannot be clubbed, but can be utilised for small works such as construction of a link road, building of water tanks, community centres but any huge project is ruled out. Even maintenance work is prohibited under the guidelines.
At present, Bangaloreans are represented only by MPs.
With the Assembly dissolved and the delimitation process for BBMP moving at a snail’s pace, it will be some time when Bangalore will have elected representatives at all the three tiers - MPs, MLAs and corporators.

After almost completing the delimitation of constituencies, the Office of Chief Electoral Office (OCEO) has taken up preparing delimited electoral rolls.
The work to prepare the voters’ list as per the new constituency boundaries is being done at Computer Maintenance Corporation (CMC) Ltd. on Palace Road. CMC Ltd., which is a Government of India undertaking, has a software to prepare a fresh voters’ list as per the re-drawn boundaries. The software takes just a few hours to prepare the new voters’ list of a constituency, official sources in the OCEO said.
Except for BBPM limits, Bangalore Urban and other city corporation areas, the OCEO has almost completed the delimitation of all constituencies of districts. Besides, final voters’ list (as per old boundaries) have been published on March 10. For BBMP and other corporations, final list will be published on March 20.
By March 25, the delimited rolls of all 224 constituencies will be completed. The Election Commission (EC) may notify the delimited constituencies by the end of this month, sources added. Commissioner Jai P Prakash, who reviewed the ongoing delimitation exercise along with all special observers on Wednesday, has gathered information to be submitted before the EC. He may return to Delhi on Thursday. Depending on his report, all the three ECs are likely to visit Bangalore again. The EC may announce the calender of events for the elections in the first week of Apirl.
BKC writes to CEC
Legislative Council Chairman B K Chandrashekar, in a letter to CEC, has urged to follow the procedure laid down and publish draft electoral rolls of delimited constituencies. “Any constituency which undergoes delimitation will have widespread changes in the electoral rolls and it is safer that the procedure for publication is followed for the delimited rolls,” he stated.
