The mission will be headed by the Governor until the new Chief Minister assumes charge. The agriculture minister will be its vice-chairman.
The authority has been set up on the recommendations of a 13-member committee headed by Finance Secretary M R Srinivas Murthy. The committee was set up by Kumaraswamy-led government.
Murthy told reporters the Committee held extensive discussions with farmers, NGOs, businessmen and scientists before submitting the report.
The committee has recommended an investment of Rs 7,000 crore over a period of five years to revive agriculture in the State. It has recommended setting up of an officers-coordination committee headed by the Development Commissioner for coordinating the Mission’s activities. The committee will comprise senior officers from agriculture, horticulture, veterinary, sericulture, and allied departments with the heads of these departments working as directors of mission.
Murthy said Rs 250 crore provided in the 2008-09 budget for taking up new initiatives will be utilised by the mission in addition to the Rs 180 crore provided by the Centre under the National Agriculture Extension Programme.
State Chief Secretary Sudhakar Rao said the Mission will bring in coordination among various departments concerning agriculture and extend it to the farm level.
Referring to the dwindling land holdings in the state, Mr Rao said the basic principle of agriculture is that a farmer should not depend upon one activity for his livelihood, but should take up more than one activity.
