Acting on the long-standing complaint of the school teachers about the step-motherly treatment meted out to them, the commission has recommended an average hike of about 40 per cent in the salary of teachers right from the lowest rung of the hierarchy to that of the principal. This is also seen as an effort to retain talent in government service. The commission has recommended two pay bands with six differentiated pay grades for teachers and different levels of seniority instead of six existing scales.
A Grade III primary school teacher, who was in the scale of Rs 6,500 - 10,500, would be fitted in the Pay Band-2 of Rs 8,700 - 34,800 along with a grade pay of Rs 4,200. A post graduate teacher would be fitted into the pay band of Rs 15,600 - 39,100 in Grade III. Residency period for promotion from one grade to another grade should remain unchanged. A special allowance for teachers in residential schools under Ministry of Railways and Defence has also been recommended.
The post of Education Officer/Assistant Director of Education would also be upgraded to pay band of Rs 15,600 -39,100.
