Cancellation of ZP meet flayed

Zilla Panchayat President Chandramma Manjunath became the target of attack of the Opposition party for the sudden cancellation of the general meeting of the Zilla Panchayat on Tuesday without giving any valid reason. It looked as though the ZP President had pre-planned the cancellation of the meeting. After listening to the arguments and counter arguments of the ZP members, the ZP President suddenly postponed the general meeting to April 4, stating that she has not received proper information from the officials. Without even responding to the shouts of the members she just walked out of the meeting. 
Though the ZP members had reached on time, that is 11 am for the meeting, the ZP President turned up late due to which the meeting began only at 12 pm. Immediately, members Radha Sundaresh, Shivanna, Belli Prakash and Ramaswamy expressed their unhappiness regarding the late arrival.
Issues related to failures of the panchayat administration, amounts to the tune of Rs 45 lakh withdrawn by the ZP President without intimating the members under the Underground Drainage Project, failure to implement the Forest Rights Recognition Act and misappropriations under the Sarva Shiksha Abhiyan were placed before the ZP President one after the other without waiting for a reply from the ZP president. However, even Chandramma did not try to react to any of the accusations.
Member Ravikumar from Tarikere taluk alleged that the Assistant Horticulture Director has threatened to throw him out of the office and said that he has the support of the ZP President in all his endeavours. Mr Ravikumar asked for a response from Chandramma regarding this.
When the ZP President questioned as to who has threatened the member, the other members in the meeting forced her to reply to their questions first. Member Belli Prakash, as though having an inkling regarding the postponement of the meeting said, if there are intentions to postpone the meeting the members must be informed right away.
Member Ramaswamy expressed doubt whether the ZP President is intending to postpone the meeting to cover the failures of the administration.
Shivanna from Sringeri said though the month of March is already over, no substantial work has been undertaken in Sringeri yet. Two tanks need to be developed, for which works have not ye begun. The ZP President must shoulder the responsibility for the delay in the works, he said.
Not only has the panchayat failed in the area of administration, it has also failed to implement law.
 Sundaresh said the Central government had sent circulars on February 28 asking the ZPs to make arrangements to hold gram sabhas in the tribal areas as per the Forest Rights Recognition Act. This has not materialised still.
If the negligence continues, the government will have to remain a mute spectator when residents in Tathkola, Sargodu and Kunduru take to streets. The administration is meting out injustice to tribal community and other traditional forest dwellers, he added.
At this juncture, the ZP President walked off from the meeting while the members started shouting standing near the stage. Thus the meeting ended within 10 minutes.
