Elaborate procedures being followed on ECI's instructions
Many checks before the final draft

The revised draft electoral rolls published by the Office of the Chief Electoral Officer (OCEO) went through two cycles of multi-layered checks and the third and the last cycle has now been taken up after objections from the public were received...
Each cycle comprise 10 levels of supervisory checks taken from the booth level up to the general observers. The elaborate procedure is being followed on instructions from the Election Commission of India (ECI) after the draft electoral rolls published on November 2 last year were found defective.
According to a communication from the OCEO to all the deputy commissioners of districts, a copy of which is available with Deccan Herald, two cycles of the multi-layered checks were to be taken up before publication of the draft list and the final cycle has now been taken up.
Vigorous process
This vigorous process in the first two cycles resulted in deletion of as many as 52 lakh names from the electoral rolls while names of 20 lakh fresh voters were added.
The final voters’ list, except in corporation areas including BBMP jurisdiction, will be published on March 10.
The final list in BBMP jurisdiction will be published on March 20.
Here is a peek at the multi-layered checking taken up during each cycle.
Firstly, claims in Form 6 (insertion of names in voters list) without details of the previous place of residence were treated as incomplete and rejected, except in cases where the voter is being enrolled for the first time.
According to the communication, the first level of checking is done by the Booth Level Officer (BLO) who verify all the entries in the part numbers assigned to them.
Nodal Officers (NOs) carry out the second level of checking. Every NO (overseeing ten BLOs) verify 10 per cent of the verification carried out by a BLO. While doing so, the nodal officer was specifically instructed to include details of house numbers, elector serial numbers and other particulars regarding the verification conducted by them.
Well conversant
Next comes the Supervisory Officer (SO) for every three NOs. They are Group ‘B’ officers, well conversant with their jurisdictional area. Each SO checks three per cent of the work of the nodal officer.
Fourth in the line are the Assistant Electoral Registration Officers (AEROs).
Every AERO verify 0.5 per cent of the entries and 10 per cent of the proposed additions and deletions in the parts of the electoral roll of the constituency allotted.
Electoral Registration Officers (EROs) carry out the fifth level of checking. Every ERO checks 2.5 per cent of the proposed additions and proposed deletions of the entries in the roll.
In addition, each AERO carries out field checks in respect of electoral roll parts after analysing the data relating to abnormal additions/deletions, gender ratio, photo identity card coverage, voter/population ratio.
The checking then continues by the District Election Officers, Regional Commissioners, General Observers appointed by the Election Commission, the Chief Electoral Officer and finally the ECI itself.
From March 15
The electoral rolls as per the redrawn constituencies will be taken up from March 15.
