DJ Halli, a haven for bootleggers  
Spurious liquor and DJ Halli seem to be synonymous, and the area is known to be a hub for banned liquor. For decades, bootleggers have been enjoying the patronage of habitual drinkers.
Did excise dept lapse lead to tragedy?  
Did officials in the State Excise department, preoccupied with the State elections, fail to detect and seize the spurious liquor that arrived in the City, leading to the tragedy?
