Close on the heels of the fake encounter of alleged gangster Sohrabuddin in Gujarat, the National Human Rights Commission (NHRC) has stumbled upon a similar nature of “encounter” in Bihar where a 21-year-old Muslim youth, Mohd Gufran was eliminated by the state police in September 2002 in Samastipur.
The NHRC team headed by its chairman Justice S Rajendra Babu was in Patna to look into the cases of human rights violation in Bihar.
Earlier, the NHRC had ordered the state DGP, Ashish Ranjan Sinha to investigate Gufran’s “fake encounter”.
The DGP entrusted the probe task to ADG (CID) Yashwant Malhotra, who after his investigations found that the two accused sub-inspectors Kaisar Alam and Uttam Singh were involved in the incident. Acting promptly on the probe report, the DGP on Sunday issued orders to arrest the two cops, who, at present, are posted as officer-in-charge of Maner (Patna) and Pandaul (Madhubani) police stations respectively.
Action against culprits
IG (Headquarters) Anil Kumar Sinha said that action against the two police officials had been initiated on the basis of investigations carried out by Mr Malhotra.
The victim’s father, Mohd Irfan, who had submitted the petition to the NHRC and sought justice, said one of the accused police officer, Kaisar Alam had picked up his son from a cinema hall in Hajipur on February 5, 2002 and brought him to Tajpur (in Samastipur), where he was later killed in a fake encounter.
“Smelling a rat, I subsequently lodged a case in the court of Chief Judicial Magistrate on February 7, 2002 and also reported the matter to the NHRC,” Irfan said.Five years down the line, Irfan has been receiving regular threats from the accused police officers, who are pressurising him to withdraw the case or face similar elimination.
“They have even booked my other son Mohd Imran in a false case, and sent him to jail,” said Irfan, who, however, heaved a sigh of relief after arrest warrants against the two policemen were issued.
