The committee, headed by Dr D Jagannath Rao, in its first report, has said as the syllabus is tough, the BEd and DEd teachers are not capable of teaching the higher primary and high school students, which has been the main reason for students lagging behind in studies.
The committee has recommended that BA-BEd and BSc-BEd graduates be appointed to teach in fifth, sixth and seventh standards. The committee said pointed this system has already been introduced in neighbouring Tamil Nadu.
It has also recommended that post-graduates with a BEd degree be appointed to teach in high schools. It said this was already being followed in Morarji Desai/Navodaya Residential Schools, and that the same be followed in other schools too. It said the under-graduate teachers already working in schools should be given an opportunity to complete their post-graduation. For this, universities should reserve five seats in each course for them and provided extra allowances for this, the committee said.
The committee said that at present, the distance between two high schools was 5 km. It recommended that this be reduced to 3 km, which will help students belonging to scheduled castes and tribes, minorities and backward classes in rural areas.
Infrastructure
The committee has also dealt separately with the infrastructure to be provided in the next five to 10 years to each district and each educational block. It said priority should be given to such taluks which have been considered backward by the Prof Nanjundappa Committee on redressal of regional imbalances. By 2010-11, the government must ensure all children six and 16 years are educated. The programme of getting back dropouts to school should be implemented more vigorously. Special attention should be given to districts like Bidar, Gulbarga, Raichur and Bellary, where dropout rate is high, the committee said.
