The benefit of reservation provided in the Constitution for the Scheduled Caste (SC) has not reached even five per cent of the persons belonging to this category. More than 50 per cent of the SC population does not require reservation, said Justice A J Sadashiva, who is heading the commission looking into the issue of providing internal reservation among Scheduled Castes, Scheduled Tribes and backward classes.
Speaking during the enquiry proceedings the Commission had with Scheduled Caste leaders in Bangalore on Thursday, Justice Sadashiva said: “There is an urgent need to extend the benefit of reservation to the 45 per cent persons belonging to SC category and the commission has decided to conduct surveys to identify these persons.”
Survey
He said the Commission had decided to undertake two types of surveys - one to collect data from different departments of the government and another to gather information through a house-to-house survey.
The services of school teachers would be utilised for conducting house-to-house survey.
He said the Commission required to study the history of reservation system, the methods adopted to include various castes under the reserved categories, the recommendations of various committees set up by the Central and State governments before giving report on status of reserved categories.
Justice Sadashiva, however, made it clear that the Commission had the authority to give a status report on various castes under the reserved categories and could only make suggestion to the Government to provide internal reservation based on the findings.
Meanwhile, the Aadi Jambava Sangha and Chalavadi (Right) Yuva Vedike alleged before the Commission that the Government had provided only 15 per reservation for these communities as against their population of 27 per cent.
