PM yields to Cong MPs’ persuasion
NEW DELHI, May 3.
Mr Jawaharlal Nehru announced before Parliamentary Congress Party members here today that he would not proceed with his proposal to retire temporarily as the Prime Minister.
After several members had pleaded with him to reconsider his decision, Jawaharlal Nehru ended the five-day old crisis over his proposal with these words: “In all humility and with my deep feelings for what you have said I shall not proceed to take the step that I had suggested.”
NDC for retention of original plan
NEW DELHI, May 3.
Opinion within the National Development Council, which discussed resources for the Second Plan today for six hours, is understood to be in favour of retention of the original target of Rs 4,800 crores as total outlay during the Plan period.
A proposal is being formulated for the division of schemes covering this order of expenditure into two categories.
The first will include all those top priority schemes and will account for Rs 4,500 crores.
The second will include schemes of a lower cader of priority aggregating to Rs 300 crores of expenditure.

House passes CISF Bill amid opposition
NEW DELHI, May 3.
The Lok Sabha today passed by voice the Central Industrial Security Force (Amendment) Bill which seeks to make it an armed force and gives it some additional powers to arrest people without warrants.
Replying to the brief discussion, the Minister of State for Home Affairs, NR Laskar, said the amendment was needed to deal with the security of public sector units. It was also necessary for meeting the threat of insurgency in North-Eastern region.
