The Citizens’ Forum of Dharwad has urged Hubli-Dharwad Municipal Corporation to make it mandatory to have licence from the Corporation for keeping dogs.
In a press note issued here on Saturday, the Forum said that the Karnataka Municipality Council (KMC) Act clearly stated that having licence from the local body was must to keep and rear pets like dog. But it seemed neither the local body nor citizens had time to go through the acts concerning the pet animals.
Taking a dig at people who had no regard for animal rights, the Forum said that some people, who had pets in their homes, were tying them to a particular place throughout the day. This showed cruel attitude of man.
Animals loved freedom and they wanted to move freely. Confining them to a particular place would suppress them (pets) mentally and physically.
Flaying the Corporation for not acting against cruelty towards pets in its jurisdiction, the Forum said that the Corporation had failed to furnish information regarding licensing dogs under the Information Act, when one of its members sought. This showed apathy of the Corporation towards animal rights.
