CEO of Zilla Panchayat Manoj Kumar Meena announced that rules had to be followed in the the utilisation of panchayat grants and about 20 percent of facilities had to be distributed to the people of the backward classes.
He was speaking at the Jamabandhi programme for the year 2006-07 that was held in the Taluk Panchayat premises.
Deputy Secretary (administration) N D Prakash who was also present in the meeting reviewed the budget of various departments and added that the some of the department were not giving a comprehensive and detailed account of their expenditure and budget.
He also demanded a written explanation from the education department as to why only 60 percent improvement was visible when more than Rs 90 lakh has been spent to upgrade facilities.
He also objected to the allocation of Rs 70,000 for buying three submersible motors to supply drinking water to the to the Taluk Panchayat offices.
When the panchayat member Dinesh raised an objection this was not brought to the attention of the administration, the excuse given by the account was that the decision was taken in the last minute and therefore the error had occurred and objection were raised about that as well.
Social Welfare
The social welfare department also present details on the programmes held to create awareness. They were question about the unused funds released two years ago for the building of the Anganwadi building. The department was also advised to use the funds well and effectively to develop the society. Vice president Kamala Nayak also said that there were no records as to why there was such along delay in implementing the anganwadi building project for which money had been released.
Agriculture
The agriculture department was warned that relevant documents were necessary for distributing loans to the farmers and there would no mistake in that. Prakash also asked for reports on for the progress in the various initiatives undertaken by the department.
Objections were also raised when the agriculture officials tried to pass of the failure of saplings distributed to the farmers because of water shortage whereas the fact was that these farmers were selected because of the water facilities that they had.
The meeting also demanded that three picture of initiatives taken, at the beginning, then through the project and finally at its completion.
The CEO also added that the facilities should be extended to the back ward classes as well and about 3 percent of it should be extended to the disabled population as well. He said that the cooperation of the officials was necessary in order to make this successful.
