In a letter to Governor Rameshwar Thakur, Mr Chandrashekar said that Council members are being unjustly denied not only the Constitutional protection under Article 194 (powers and privileges of the members and committees) but also prevented from discharging their legitimate duties and responsibilities.

Mr Chandrashekar said the Council continues to function even when the Assembly is dissolved and hence the state of animated suspension of State legislature should exclude the Council.
