Plan paper sets specific targets

Amidst criticism of economic development bypassing a large section of the society, the Eleventh Plan proposes to make growth more inclusive by introducing specific national and state level targets to monitor programmes like poverty alleviation.


The draft plan document, to be discussed on Thursday at the full Planning Commission meeting to be chaired by Prime Minister Manmohan Singh, proposes 27 targets at the national level and 13 at state level that will be monitored at regular intervals by the Union and states governments.

The 11th Plan proposes a total outlay of Rs 36,44,718 crore, more than double the size of investment incurred during the Tenth Plan period. The plan seeks to raise the agriculture growth to 4 per cent from 2.13 per cent recorded in the previous plan.

The growth targets for the industry and services sector have been pegged at 9-11 per cent. The economy during the Tenth Plan registered a growth of 7.6 per cent, against 5.52 per cent during the previous plan. The monitorable targets at the national level have been divided into six major categories including income and poverty, education, health, women and children, infrastructure and environment.

The 13 state level targets, which have been firmed up by disaggregating the national targets, deal with subjects such as state GDP, infant mortality, literacy rate, agriculture growth rate, poverty ratio and child malnutrition.
