In all probability, yes, the Congress leaders say. The Congress party has orally requested Governor Rameshwar Thakur to direct the officials not to implement certain ‘hasty’ decisions taken by the Kumaraswamy government in last two weeks. The plans, which have major financial implications should be put on hold, they have reportedly told the governor.
Now, the Congress leaders are gearing up to request the governor to review the last Cabinet’s decisions, regarding the DLF Knowledge City in Bidadi and land allotment to Special Economic Zone in Nandagudi, the party sources said. In addition, the governor would be requested to review the notification and denotification of various lands and allotment of certain sites by the previous government, sources added.

A retired officer, who had worked as advisor to the governor when president’s rule was imposed in 1989 in the State, pointed out that the Kuldip Commission of Inquiry was constituted during the regime of President’s rule. When the dismissal of the S R Bommai government took place, P Venkatasubbaiah was the governor. It was the decision of the Congress government headed by the late prime minister Rajiv Gandhi at the Centre to impose president’s rule in Karnataka. The then governor had set up the Kuldip Commission to probe into alleged misdeeds committed by the former Chief Minister Ramakrishna Hegde. The conference hall of Vidhana Soudha was served as venue for conducting the inquiry, he pointed out.
He further said, “When the elections were held in 1989, it was the Congress which came to power. This time, it looks the Congress has planned everything meticulously. The Congress, I am sure, would be requesting the governor to review many decisions taken by the coalition government.”
He also said that the administration would depend much on the advisors, who are yet to be appointed to the governor. Mr P Venkatasubbaiah had three good advisors, Venkitaraman and S Varadhan, both IAS officers and K N Singh, officer at the Indian Audit and Accounts Service. “These three officers had done a commendable job as advisors. It is to be seen who would be the advisors to Mr Thakur. If officers are active, development will be faster”, he added.
Sources in the Secretariat said that a major reshuffle of IAS and IPS officers may take place soon and even a new chief secretary may be appointed.
