Delhi govt firm on stern action

Swinging into action after a case of stripping of a nursery student by a teacher came into light, Delhi government on Sunday announced the setting up of a permanent panel to look into complaints of corporal punishment besides ordering a separate probe into Fridays incident.

Delhi Chief Minister Sheila Dikshit said that she had asked the education department to investigate the case of a 19-year- old teacher, Neha, of Star Shine school in Mohan Nagar for allegedly stripping of a 6-year-old nursery student and making her stand on a desk for not doing her homework.

Ms Dikshit also announced the constitution of a three member committee which would be empowered to investigate the cases of corporal punishment in the future.

“All cases of corporal punishment will be dealt by this panel and it will be a permanent set up,” she said.
Taking cognisance of the matter, National Commission for Protection of Child Rights (NCPCR) chairperson Shanta Sinha said the panel was waiting for a report from the government in this case.

“It is not the teacher alone who should be made responsible, the school authorities should also be held responsible,” she said.

Child Rights’ abuse
Terming the incident  unfortunate and a case of abuse of child rights, Ms Sinha said the commission has sent a reminder to all state governments to submit the action taken report on the guidelines to deal with corporal punishment. Meanwhile, the victim would be brought before Child Welfare Commission on Monday.
Meanwhile, police said that the accused teacher has studied only upto class 12th and had not received any formal training to become a teacher.

A senior police official said that they have written to the education department in this regard for taking appropriate action against the school authorities.

Neha, who was arrested on Saturday, was released on bail and faces charges of assaulting modesty of a woman with intent to outrage her modesty.
