Anyone with the population data and a home computer could easily draw maps of evenly populated districts. To make sure that the redrawn lines enhance rather than diminish their faction’s clout in Congress or the Legislature, Democratic and Republican party leaders put themselves in control of the process and wrangle.
Republicans were in charge for decades and did their best to guarantee themselves a perpetual voting advantage. Democrats, who now hold the reins, do the same.
