The sixth and seventh reports of the Central Administrative Reforms Commission will be submitted by end of September, said Chairman M Veerappa Moily.
Speaking to reporters here on Sunday, he said two reports were being finalised on improving the administrative affairs of local bodies and managing conflicts in society, including curbing terrorist activities and border problems. By March, a comprehensive report on other major problems would be prepared, he said.
The Commission will recommend overall development of urban and rural local administrative mechanism along with strengthening of the Panchayat Raj system.
The proposed amendment to Panchayat Raj Act was against the interests of the Constitution. The Governor had returned the proposal back to the government, but the latter had been contemplating on sending to the Governor again.
Promising to discuss with the Human Resource Minister on setting up Indian Institute of Technology in Hubli, he said the State government should submit a proposal in this regard.
A proposal was submitted seeking establishment of IIT in Bangalore or Hassan. The government, which claims to give priority to all regions, seems to be increasing the regional imbalance with such moves, he criticised.
