‘Difficulties’ Cut Plan Pace
New Delhi, Sept.13.
Minister for planning Nanda told the Lok Sabha today that even to put through the core of the Second Plan, India would need additional foreign assistance of the order of Rs 700 crore from agencies like the World Bank and from friendly foreign countries.
He said it would be necessary to draw down the sterling balances further and maintain a “carefully framed restrictive policy” in regard to imports for
almost entire plan period.

Mr E M S Namboodiripad, Kerala’s Chief Minister, declared this evening that the Second Plan which had ran into “enormous difficulties during the last five months could be saved even now if the Governments, Central and States pursued a policy of “taking the money from where it is.”

Divisional Courts Under Consideration

A proposal to set up special courts to deal with economic offences at the divisional level was under active consideration, Karnataka High Court Chief Justice D M Chandrashekar said today.
He was inaugurating a special court for trying economic offenders under 12 different central acts in the city, the first of its kind in the State covering the entire revenue districts of Bangalore. He described economic offence as “white collared offence” generally commited by the educated intelligent and affluent sections.
