The book makes a fervent plea for an urgent and radical transformation of our thinking on water. The author calls for a more equitable, harmonious and sustainable management of the resource. He argues that the fundamental right to water must take precedence over contractual and economic rights. A case is made for a constitutional declaration on water and a national water law. The author is honorary research professor at the Centre for Policy Research, Delhi.

This book from CDL is a unique compilation of water conservation and management practices in the state. Unique to the region and its needs, these practices are drawn from the knowledge of the community. Tanks and their role down the ages, the kattas of dakshina kannada, living wells of Bijapur, drought proofing in Bagalkot, sand bores, the jotte way of lifting water, etc make it interesting for anyone in the field of water management. The book is a tribute to the traditional wisdom. Hopefully as CDL hopes this will also serve to reorient approach to water management.
