Mysore Upper House Raised
New Delhi, Sept. 6.
The Lok Sabha today passed the Legislative Councils Bill, giving Andhra a Legislative Council and raising the strength of Upper Houses in Uttar Pradesh, Bombay, Bihar, Madhya Pradesh, West Bengal, Mysore, Madras and the Punjab.
The Bill generally does not disturb the term of the members of these Councils. Mr AK Sen, Law Minister, firmly opposed Opposition pressure to reconstitute the Upper Houses of the reorganised States wholesale.
Cost Of Plan May Go Up
New Delhi, Sept. 6.
The cost of the Second Five-Year Plan may go up by Rs 700 crore from the present estimate of Rs 4,800 crore on account of various factors including prices.
An indication to this effect is believed to have been given by the Planning Minister Mr GL Nanda, to a joint meeting of the Congress Parliamentary Party’s Standing Committees on Finance and Planning here today.

Indo-French Talks On Tarapur Begin

New Delhi, Sept. 6.
The first round of talks between India and France covering substantive issues relating to the proposed French supply of low-enriched uranium for the Tarapur plant began here this afternoon. Beyond the actual commencement of the talks, neither the Indian nor French sources were inclined to take the press into confidence about the nature of the discussions.
The barest official disclosure was confined to the description of the talks having been held in “an atmosphere of cordiality and understanding”.
