When H D Kumaraswamy took over as the CM on February 3, 2006, he had declared that he would be relinquishing the post after 20 months as per the agreement reached between the JD (S) and the BJP. Now, the JD (S) is in no mood to implement it as JD (S) president H D Deve Gowda has entered the scene.
At the end of 2005, H D Kumaraswamy and B S Yediyurappa started deliberating on the coalition and reached an agreement by early 2006. But the then Chief Minister N Dharam Singh, whose government was supported by the JD(S), had no clue of these developments that were happening behind the scene.
At a meeting attended by Kumaraswamy, N Chaluvarayaswamy, H C Balakrishna and Puttanna from the JD (S) and B S Yediyurappa and Jagadish Shettar from the BJP held at Kumaraswamy’s guest house in Sadashivanagar, a list of power sharing conditions were penned down.
Conditions
*Jammu & Kashmir model of coalition with 20:20 power sharing formula.
* The size of the cabinet will be 34. As JD (S) gets CM’s post in the first round, BJP will get one extra cabinet berth. Composition of the cabinet will be JD (S) 16 and BJP 18. Same will apply when BJP gets CM’s post after 20 months.
* JD (s) will get important portfolios like Transport, Urban Development, Power and Public Works Department. The BJP to keep Revenue, Water Resource, and Industries and Finance
* All differences to be sorted out in the co-ordination committee meeting comprising of leaders of both parties.
