Power Company of Karnataka Limited (PCKL) Chairman and Managing Director Bharat Lal Meena has said as per the guidelines of Ministry of Power, PCKL - a Special Purpose Vehile -is empowered to sign power purchase agreements (PPAs). In a rejoinder to the report published in this paper on October 3, he said the power distribution companies have the option to conduct the bid process for purchase of power through an authorised representative or a SPV constituted for carrying out the bidding process.

While refuting the allegation that “State Power Procurement Coordination Centre” (SPPCC) is an “illegal child” of the government, Mr Meena has added neither the SPPCC nor the SPV has signed PPAs.
