Careless management
Attention to detail would have avoided the disaster
 
The authorities of the Upper Krishna Project deserve to be condemned in the strongest terms for not maintaining the prestigious Narayanpur dam properly. In what is probably the first incident of its kind in the country, a crest gate of the dam was washed away when a steel rope, used to lift it, snapped on Thursday morning. Reports said the rope had not been oiled for many years and so it snapped. As a result of the mishap, water is gushing out of the dam at 90,000 cubic feet per second, and it is feared that the dam would lose much of its water, if not most of it, before the crest gate is replaced. Much of the water will flow to Andhra Pradesh and then to the sea. It is shocking that efforts to bring an 80-tonne crane, which was parked elsewhere at the dam, to the accident site to put an emergency gate at the breach was of no avail as the crane was not in a working condition. Officials have now sought help to repair the crane from Bangalore and other centres. By the time the crest gate is replaced, a lot of damage would have been done. It is criminal negligence on the part of the officials not to have kept the steel rope and the crane in good condition. It is still not clear whether Thursday’s disaster would pose a threat to the entire structure of the dam or if the damage can be localised and undone.

It is fortunate that the damaged crest gate did not cause any loss of life. Five fishermen, who were fishing nearby, had a miraculous escape after being swept away for nearly a kilometre by the sudden gush of water. The fishermen clung on to a rock in the middle of the Krishna River and then swam ashore. It would have been a serious matter for the government if the fishermen had been killed. The sudden release of water from the crest gate inundated fields and houses in the nearby Pandyan village. The government should compensate the villagers. More importantly, it should fix responsibility for the crest gate mishap on the officials concerned. It should also ensure that maintenance works are carried out properly at all times at all dams in the state.
