A public interest litigation (PIL) was filed by Noor Mohammad and Riyaz Ahmed alleging substandard work has gone into  the ongoing modernisation of the canals in the three districts.

They pointed out that the contractors had begun the work even before the Government approved the project and issued an order.

They said only three Class 1 contractors had taken part in the process of tenders called for the project worth Rs 251 crore.

The petitioners said the work had commenced though the Government had not appointed any quality control agency.

The government had set a 90-day deadline for the completion after having approved it on June 25, 2010. But the work was finished within 30 days, which was near impossible unless they had started the work earlier, they said alleging collusion between the officers and the contractors. They sought directions to the State government to initiate action against the erring officers.
