The ICS: 2010 released two days ago by the Center for Media Studies(CMS India) has studied perception and experience of corruption among rural households in 12 states in obtaining four services-PDS, School, Water Supply and hospital. The Chattisgarh with 60 per cent of its rural people experiencing bribery in PDS system is at the top of the list. Andhra Pradesh with its 10 per cent of the rural people having this experience is lowest on the list.

The situation seems to be worse in water services where 17 per cent had to experience corruption. About 40 per cent of the rural people had interacted with the water officials during the last one year.

Bihar with its 38 per cent is at the top and Kerala and Andhra Pradesh with 5 per cent each are at the bottom.
