We are committed to federalism: PM

New Delhi, Sep 10 (PTI)

Responding to concerns voiced by several states over the proposed Communal Violence Bill, Prime Minister Manmohan Singh today told them that his government had no intention of tampering with federal structure of the country.

In his concluding remarks at the National Integration Council (NIC) meeting here, Singh said "let me assure that we are committed to the federal structure which has served the country well."

He made the remarks after Trinamool Congress and BJP along with Chief Ministers of NDA-ruled and some non-UPA states voiced opposition to the Communal Violence (Prevention) Bill, arguing it would hurt the federal structure of the country.

Singh said law enforcement should take place without any bias, especially in the context of minorities and weaker sections. He asked the states to consider creation of security units on the pattern of Rapid Action Force (RAF).

The Prime Minister also suggested to the states to learn from Jammu and Kashmir in handling civil disturbances without causing loss of life. Jammu and Kashmir has started using coloured water against agitations.

Singh said opportunities must be created for youth to enable them to participate in nation-building. He also emphasised the need for expeditious and fair trial of cases.
With regard to criticism for holding the NIC after three years, Singh said the government would consider holding NIC every year.
