Kolar’s BU PG Centre yet to materialise
Though it is four years since the construction began, the buildings are yet to be completed
The Bangalore University Postgraduation Centre in Kolar may have to wait for some years before it completely starts its function from its new premises.
Though four years have passed on since the launch of the construction of BU’s PG Centre at Mangasandra on the outskirts of Kolar, the buildings are yet to be completed. The buildings lack windows, doors, power and water supply, flooring and other basic facilities. The whitewashed walls, roof and railings is all the comprises of these buildings.
Though both Vice Chancellor Dr N Prabhu Dev and Registrar Dr B C Mylarappa hail from the district, they have not done anything concrete to alleviate the problem.
Since the establishment of the PG Centre in Kolar, 13 years ago, the centre has been functioning from tiled-roofed rooms and in the classrooms of the Government Boys’ College in the absence of its own buildings.
False promise
The BU Registrar Dr B C Mylarappa during his visit to Centre at Mangasandra on November 21 had said “The construction of the PG centre building which has been neglected for over one-and-half-years now will be started from today. From January first week, the activities of the PG Centre will be carried out from its own and new premises.”
Though the BU staff and students are hopeful, there is a big question over the completion of the work.
It is more than a month since the Registrar’s visit and there is little improvement at the construction site. One has to seen whether the contractors would be able to complete the works in the remaining 20 days.
The BU from the beginning had given lot of importance to the construction of Administrative Block.
As a result the work on the Education Block next to the Administrative Block has been stalled for many years now. The work which had reached little over foundation has been abandoned.
Sadly, there is no talk of even restarting the work let lone completion.
The varsity has planned to shift the entire PG centre to Administrative Block.
Promise remains on paper
The officials concerned are only involved in giving assurances. None of which have been fulfilled.
Mylarappa during his visit had said that the work of the Administrative Block would be completed at the earliest and PG Centre would be shifted to the block.
The construction of the Education Block would finished in a phased manner, he had said and had even planned to meet chief minister in this regard.
Last year then VC Dr Ranganath who had visited the centre for annual celebration had spoken about shifting the centre to new premises before August, 2011.
Background
The Government sanctioned 30 acres of the land near Mangasandra on Malur Road for the construction of the PG Centre.
The foundation stone for the construction of Centre at a cost of Rs 11 crore was laid by then chief minister H D Kumaraswamy in 2007. A two-year deadline was set for the completion of the project. In spite of the objection from the Forest Department, the land was handed over to the contractors in 2008.
The BU, however, failed provide the Centre’s drawing to the contractors in time. In spite of this, the contractors constructed the Administrative Block and applied for the requisite drawings.
However, it was of no use. According to the contract, the construction work had to be completed by November, 2010. But till today the work has not been completed.
As the contract period has expired, the contractors have submitted a memorandum to BU to revise the rates to current market rate. However, the varsity has not responded to the proposal leading to the stalling of the work.
