Services Guarantee Bill to be tabled soon

Legislation aims at transparency in governance, says CM

Chief minister D V Sadananda Gowda said the Services Guarantee Bill will be tabled before the Assembly in the coming session.

Addressing a public gathering during his maiden visit to Kodagu, at Gandhi Maidan on Monday, he said the Bill aims at transparency in administration.

“The Bill has already been discussed in the Legislative Council. The members had made suggestions to be included in the Bill.

A committee has been constituted under the guidance of additional chief secretary to revise the Bill.

As many as 152 functions under various departments will be brought under the purview of the Bill,” he said.

A provision has also been made for payment of compensation to citizens whose applications are delayed and to recover the same from the defaulting public servant and also for disciplinary action against such public servants, he said.

Medical college
The CM said a Medical College will be established in Kodagu. The funds for the college will be earmarked in the forthcoming budget.  He said the state government will bear 50 per cent of the expenditure of railway projects in the state. Accordingly, 50 per cent of the total project cost of Mysore-Kushalnagar railway line will be borne by the state government.

He called upon the public not to think that Kodagu has been neglected by the state government. The government is committed to develop Kodagu district. Development work worth Rs 115 crore has been sanctioned for the district during 2011-12.

“I have already directed the district administration to take a decision issuing licence for the construction of resorts after holding meeting with the elected representatives,” Gowda said.

‘Tackle wild elephants’
Earlier in an introductory remark, MLA M P Appacchu Ranjan said the state should submit a proposal of Rs 133 crore to the Centre to check the wild elephant menace. A medical college should be started in the district and ICU should be opened at district hospital in Madikeri.

He also urged the government to initiate measures to develop Talacauvery and Bhagamandala. The government should come forward to built General Thimmaiah Memorial. He also urged the chief minister to open a KSRTC division for Kodagu.
MP H Vishwanath said the state government should implement Forest Rights Act in Kodagu.

Assembly Speaker K G Bopaiah said land has been identified for the construction of DC’s office complex, police station at Suntikoppa, ayurveda college at Virajpet and medical college in Kodagu district.

MLC M C Nanaiah urged the CM to release additional Rs 100 crore for the integrated development of the district.  District in-charge minister Krishna Palemar, zilla panchayat president Shantheyanda Ravi Kushalappa, CMC president H M Nandakumar and others were present.

Relaxation of rules
Chief Minister D V Sadananda Gowda said the rules pertaining to package tender will be relaxed.

When the chief minister asked the deputy commissioner on the delay in development of tanks, deputy commissioner Dr N V Prasad said due to stringent rules pertaining to package tender, no one was taking part in tender process. So, the chief minister said a decision on relaxing the rules for package tenders will be taken at the next Cabinet meeting.
