Funds for classical Kannada unutilised

The Kannada Language Development Scheme of the State government specially granted to traditional varsities has remained unimplemented in Gulbarga University for the last two years and it runs the risk of losing a bonus fund if it fails to implement the scheme before March 31.

Under the scheme that was evolved after the Centre accorded classical tag to Kannada, Rs one crore was given to all seven varsities barring the two newly established universities. The funds were released in 2009-10, but the Institute of Kannada Studies of the Gulbarga University has failed to utilise the same. It is set to lose Rs 25 lakh additional grant.

While releasing the seven volumes of ‘Sharana Sahitya’ under the scheme, Director of Kannada and Culture Manu Baligar had announced that each university will get an additional grant of Rs 25 lakh if it furnished utilisation certificate for Rs one crore before March 31 this year.

However, official sources in the university said it was impossible to utilise the funds before March 31 as many proposals were still in the initial stage.

The university has drawn up nine proposals under the scheme and only one proposal has been completed by bringing out seven volumes of ‘Sharana Sahitya’. Sources said that the university managed to complete one proposal as most of the volumes were planned earlier by the Galangalappa Patil Basavadi Sharana Sahitya Kendra and were almost ready.

Chairperson and Head of the Department of Institute of Kannada Studies Nagabai Bulla said the plan was to bring out more than 30 volumes under different titles and so far only seven volumes were released.

The proposals under the scheme include collection of unpublished manuscripts, their preservation and publication; Field work of Sharana memorials and publication; Field work of Haridasa memorials and publication; Field work on memorials of mystic poets and publications; Hyderabad Karnataka Cultural Encyclopedia; Sharana Sahitya Samputa; and Hyderabad Karnataka theatre. Ironically, some of the works planned by the Institute were found to be duplication and had to be dropped.
