Week into school reopening, certificates still a mirage

It has been a good one week since the schools reopened and the educational institutions have been demanding certificates from students to extend various facilities to them.

The certificates, understandably, should come from the government appointed Nemmadi Kendras. Some schools even demand them during time of admission too.
However, Nemmadi Kendras, which have received a plethora of applications have not been able to disburse them on time.

The certificates needed include caste certificate, encumbrance certificates and income proof.

However, thanks to technology, which is aimed at making things easy, people were made to wait for hours. And week into reopening of schools and colleges, they still stand in serpentine queues, awaiting the computer to dish out their much needed document.

‘Server down’

Hours pass by, and only the lucky seem to be getting what they want. Reason, ‘server down’. As a result of this, all the applications that were filed at Nemmadi Kendras, have been pending since the files weren’t uploaded, owing to a glitchy server.

Revenue department officials blame it on technical fault and say unless the files are received by authorities at tahsildar’s office, nothing can be done and certificates cannot be issued.

For no fault of theirs, people spend their most fruitful time of the day, waiting, and waiting further.

While at one point the tahsildar had promised to issue certificates at mini Vidhana Soudha.

But when the seekers of certificate reached there, they were told that such applications could not be processed at this particular office, and that they had to obtain them from their respective Nemmadi Kendra.

­As for Nemmadi Kendra is concerned, all the 61 villages in hobli have a single Nemmadi Kendra catering to their needs. Single staff is forced to operate using a lone computer in the office.

This person is appointed to process Sakala applications too. In all, he/she processes and works to provide applications from 32 departments, and issue required certificates.

No power back-up

Even if the operator is super efficient, there has to be a blessing from ‘gods of power.’ Since, the centre does not have UPS which is a power backup system for computer, most of the times applications are lost midway while uploading or even entering the details.

Then, it’s a long story of redoing it again, which is rather frustrating for the people and operator too. This is not alone. With National Highway 48 being broadened, broadband often gives away.

 If this happens, then god save the applicants since they have to wait till the authorities decide to take them to Mysore or Hassan and get the devices fixed.
Verbal arguments and fights have become an everyday scene here.

However, authorities seem to be in deep slumber, and have turned deaf ears to problems of people.
