BBMP to collect betterment charges

The Bruhat Bangalore Mahanagara Palike (BBMP) will resume collection of betterment charges for the DC converted revenue sites in the newly-added BBMP areas with immediate effect, at a uniform rate of Rs 550 per square metre.

A circular to this effect was issued on Friday and sent to the zonal and ward-level officials concerned.

Betterment charge for a DC converted revenue site measuring 30’x40’ will now rise by a whopping 273 per cent from the previous differential rate. For sites measuring 40’x60’, the charge will now be 180 per cent more. For a site bigger than 40’x60’, the charge will be 86 per cent more.

Two years ago, BBMP had reintroduced betterment charges with differential rates, a move that was stayed by the High Court.

The previous rates were fixed at Rs 150 per sq mt for 30’x40’ sites, Rs 200 per sq mt for 40’x60’ sites and Rs 300 for sites bigger than 40’x60’.

Betterment charges will be collected from property owners who have benefited from the services of BBMP such building, asphalting and widening of roads, construction of grade separators, laying storm water drains (SWD), underground drainage (UG) system and street lights.

The new charges, approved by the BBMP council in August, will be levied on property owners either in full or in installments. The circular states that property owners who wish to pay in installments can contact the Palike officials in their wards. The officials will take necessary approvals from the BBMP commissioner before permitting them to pay in as many installments as approved by the Palike.

The charges will be applicable to property owners who own DC converted undivided revenue land, DC converted sites approved by the Bangalore Development Authority (BDA), lands which have been converted for industrial and housing purposes by KIADB, KSSIDC and KHB, layouts which are yet to be developed, land approved for single unit use for setting up industry by KIADB, properties regularised by DC but do not have khatha or have been re-conveyed by the BDA.
