India, Russia to ink dozen pacts

Russian President Vladimir Putin’s visit to India will see the two countries inking about a dozen agreements, although continuing differences over applicability of India’s Civil Liability for Nuclear Damage Act is likely to hold New Delhi and Moscow back from signing the deal for the third and fourth reactors for the Kudankulam Nuclear Power Plant in Tamil Nadu.

Putin is set to reach New Delhi on Sunday and will meet Prime Minister Manmohan Singh the next day for the annual Russia-India summit. The two leaders are expected to hold further discussions on Russia’s offer to supply 42 more Sukhoi-30 MKI fighter jets and 970 warplane engines for the Indian Air Force.

The State Bank of India and Russia’s National Agency for Direct Investments are also likely to sign a Memorandum of Understanding to set up a Joint Investment Fund, although Moscow is expected to once again express its concern about uncertainty over the fate of Russian company Sistema JSFC’s venture in the telecom sector of India. Singh on Friday chaired a meeting of the Cabinet Committee of Security to discuss the deals to be inked between India and Russia.

“I don’t think it (a deal on two more Russian VVER reactors for KNPP) will be signed. We are in active talks about the third and fourth reactors (for the atomic power plant) in Kudankulam,” Russian Ambassador to India, Alexander M Kadakin, told journalists on Friday.
The first unit of the KNPP is likely to start generating power soon, while the second is expected to do so within the next six months.
